SUMMARY
Synopsis of HVEC
Voters and Election Committee Amendment #1 increases the appropriation to $110 thousand.
Synopsis of Bill
House Bill 69 appropriates $74,000 from the general fund to the bureau of elections in the
Secretary of State’s office to fund 2 FTE to serve as Native American voting coordinators.
FISCAL IMPLICATIONS
A $74,000 appropriation will allow the Secretary of State to cover personal service and benefits
for two positions.
SIGNIFICANT ISSUES
Native American participation in elections is adds an important value to New Mexico but it
requires education within the community for the Native American community cast an informed
ballots. Many Native American people rely on an oral tradition. In other words, they depend on

verbal communication to receive news. The oral tradition requires face-to-face contact and
greater community outreach making voter education labor intensive.
ADMINISTRATIVE IMPLICATIONS
The Secretary of State lacks space for the position.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Failure to enact this bill may result in decreased Native American participation in elections.
