    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

SENATE BILL 778

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, between lines 9 and 10, insert the following new subsection:

         "B. A law enforcement officer shall not arrest, and the attorney general or district attorney shall not prosecute, a person for a suspected violation of Subsection A of this section unless an investigation of the suspected violation has been conducted by a specially trained investigator.".

    2. Reletter the succeeding subsections accordingly.,

and thence referred to the JUDICIARY COMMITTEE.
