AN ACT

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR ELECTRONIC HEALTH RECORD IMPLEMENTATION.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--

          A. One million five hundred thousand dollars ($1,500,000) is appropriated from the general fund to the human services department for expenditure in fiscal year 2008 pursuant to Subsection B of this section for the purpose of establishing pilot projects in Taos, Chaves, Hidalgo, Luna and Grant counties in order to improve the quality and increase the efficiency of the health care delivery system in the state through the use of electronic health record systems by health care providers. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.

          B. The appropriation shall be used as follows:

                (1) five hundred thousand dollars ($500,000) to contract with a qualified nonprofit organization with demonstrated expertise in electronic health record systems to assist health care providers in electronic health record implementation and selection; and

                (2) one million dollars ($1,000,000) to facilitate the installation of electronic health record systems in health care provider offices and clinics.
