AN ACT

RELATING TO EXECUTIVE DEPARTMENTS; PROHIBITING CERTAIN DEPARTMENTS FROM ENTERING INTO PROFESSIONAL SERVICES CONTRACTS FOR LOBBYING UNLESS SPECIFICALLY AUTHORIZED BY LAW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. A new section of Chapter 9 NMSA 1978 is enacted to read:

     "[NEW MATERIAL] LOBBYING CONTRACTS PROHIBITED WITHOUT LEGISLATIVE AUTHORIZATION.--Unless specifically authorized by the legislature, neither a department created in Chapter 9 NMSA 1978 nor an official of any such department shall enter into a professional services contract under which a person is paid to engage in lobbying activities on behalf of the department or the official. As used in this section, "lobbying" means attempting to influence a decision related to any matter to be considered or being considered by the legislative branch of state government or any legislative committee."
