    4. On page 2, line 14, after the subsection designation "E.", strike the opening quotation mark and insert in lieu thereof ""New Mexico".

    5. On page 2, line 16, strike "tribal" and after "member", insert "of a federally recognized tribe or an Alaska native who lives in an off-reservation urban area and is a New Mexico resident", strike the remainder of the line and strike line 17 up to the period.
