Mr. Speaker:

    Your HEALTH AND GOVERNMENT AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 827

has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:

     1. On page 1, between lines 20 and 21, insert the following section:

     "Section 2. APPLICABILITY.--The Surface Owners Protection Act applies to:

          A. private fee surface land; and

          B. leasehold interests in any land on which oil and gas operations are conducted when the tenant incurs damages to leasehold improvements as a result of oil and gas operations.".

     2. On page 2, line 21, strike "VENUE".

     3. On page 10, lines 2 through 6, strike Section 7.

     4. Renumber all sections to correspond with these amendments.,

and thence referred to the ENERGY AND NATURAL RESOURCES COMMITTEE.
