    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE BILL 619

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 15, after the dash insert the subsection designation "A.".

     2. On page 1, line 17, strike "children, youth and families department for" and insert in lieu thereof "local government division of the department of finance and administration to contract for a".

     3. On page 1, line 18, strike "programs" and insert in lieu thereof "program".

     4. On page 1, line 19, after "2008" insert "that provides:

                (1) parenting education that teaches parents to be the primary teacher and full partners in their child's education;

                (2) early childhood education to prepare children for success in school and life;

                (3) adult literacy education that leads to economic self-sufficiency;

                (4) community resource awareness so that parents are able to help themselves;

                (5) home visits to provide one-to-one guidance on more effective parenting and home teaching skills;

                (6) transportation and other support services that help the families participate on a consistent basis; and

                (7) regular attendance of participating families".

     5. On page 1, line 19, before "Any" insert the subsection designation "B.".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
