    Your AGRICULTURE AND WATER RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 579

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 13, strike "USERS" and insert in lieu thereof "RIGHTS OWNERS".

     2. On page 1, line 19, before "The" insert the subsection designation "A.".

     3. On page 1, line 20, strike "users" and insert in lieu thereof "rights owners".

     4. On page 1, line 24, strike "users" and insert in lieu thereof "rights owners".

     5. On page 2, lines 4 through 8, remove the brackets and line-through and strike the ending quotation mark.

     6. On page 2, line 4, strike "his" and insert in lieu of thereof "the state engineer's".

     7. On page 2, between lines 8 and 9, insert a new subsection to read:

          "B. In instances where the state engineer's appointment of a water master is not in response to a written application of a majority of the water rights owners of a district, the provisions of Section 72-3-4 NMSA 1978 shall not apply."".,

and thence referred to the HEALTH AND GOVERNMENT AFFAIRS COMMITTEE.
