Mr. Speaker:

    Your TAXATION AND REVENUE COMMITTEE, to whom has been referred

HOUSE BILL 431, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 22, after "fees" insert "for sources emitting more than one thousand tons per year of carbon dioxide or carbon dioxide equivalent".

     2. On page 2, between lines 11 and 12, insert the following new paragraph to read:

                "(1) "carbon dioxide equivalent" means the amount of carbon dioxide by weight that would produce the same global warming impact as a given weight of another greenhouse gas;".

     3. Renumber the succeeding paragraphs accordingly.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
