has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 16, strike “APPROPRIATIONS” and insert in lieu thereof “AN APPROPRIATION”.

    2. On page 5, lines 7 through 14, strike Section 4 in its entirety.
