A JOINT MEMORIAL
REQUESTING THAT MEMBERS OF THE NEW MEXICO CONGRESSIONAL DELEGATION SEEK ADEQUATE FEDERAL FUNDING FOR TRIBAL AND PUBLIC SCHOOL FACILITIES WHEN LOW-INCOME HOUSING IS BUILT ON TRIBAL LANDS.
WHEREAS, the federal housing and urban development fund is used to construct low-income housing units on pueblo, tribal and national trust lands in rural and urban communities; and
WHEREAS, those units begin to draw increased populations to the pueblo, tribal and national trust lands; and
WHEREAS, the increased populations drawn to the units also put pressure on local schools as populations increase on pueblo, tribal and national trust lands; and
WHEREAS, school districts are sometimes unable to respond adequately to increased demands for teachers and educational services created by increased numbers of students; and
WHEREAS, federal housing and urban development money currently is not available to minimize the local impact of federal housing expansion on pueblo, tribal and national trust lands; and
WHEREAS, federal money should be made available to states when such low-income housing has an impact on local schools;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that members of the New Mexico congressional delegation seek adequate funding from the federal housing and urban development department to ensure that tribal and public school facilities are able to offset expenses associated with increased populations in low-income housing units on pueblo, tribal and national trust lands; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the members of the New Mexico congressional delegation.
