has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 3, line 13, after "includes" strike the remainder of the line, strike all of lines 14 and 15 and insert in lieu thereof "a student who is a citizen of Mexico, Latin America or the Iberian peninsula and who attends a state four-year institution under the organization of American states' educational portal of the Americas program, is a Fulbright scholar or is a consejo nacional de ciencia y tecnologia scholar."".,

and thence referred to the FINANCE COMMITTEE.
