    Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 335

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 14, strike "; DECLARING AN EMERGENCY".

     2. On page 1, line 17, before "Twenty", insert the subsection designation "A.".

     3. On page 1, line 18, strike "to the", strike lines 19 through 25 in their entirety and insert in lieu thereof:

"for expenditure in fiscal years 2007 and 2008 in the following amounts to the following agencies for the following purposes:

                (1) an amount not to exceed two percent of the money appropriated in this subsection to the human services department, for outreach and education through personal contacts made with participants of the low income home energy assistance program to deliver information about home weatherization and state-assisted weatherization programs; and

                (2) of the balance remaining after the appropriation in Paragraph (1) of this subsection:

                     (a) one-half of the balance is appropriated to the department of finance and administration for disbursement to the New Mexico mortgage finance authority to supplement the expenditures for the weatherization assistance program; and

                     (b) one-half of the balance is appropriated to the human services department to supplement the expenditures for the low income home energy assistance program.".

     4. On page 2, strike lines 1 through 3 in their entirety, strike line 4 through the period and before "Any" insert the subsection designation "B.".

     5. On page 2, line 5, strike "2007" and insert in lieu thereof "2008".

     6. On page 2, strike Section 2 in its entirety.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
