has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, line 13, strike "an" and insert in lieu thereof "a financing".

     2. On page 2, line 15, after "purchase" insert "for a price that is reduced according to the payments made by the state pursuant to the financing agreement".

and thence referred to the VOTERS AND ELECTIONS COMMITTEE.
