AN ACT
MAKING AN APPROPRIATION FOR A STATEWIDE NONNATIVE PHREATOPHYTE REMOVAL PROGRAM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Ten million dollars ($10,000,000) is appropriated from the general fund to the board of regents of New Mexico state university through the soil and water conservation districts for expenditure in fiscal year 2006 to conduct a statewide nonnative phreatophyte removal program, including restoration of riparian vegetation, monitoring and long-term management and maintenance in accordance with established templates and protocols. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.
