has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 12, after "AUTHORITY" strike the remainder of the line and strike line 13 up to the period.

    2. On page 13, line 2 through page 14, line 2, strike Section 3 in its entirety.

    3. Renumber the succeeding section accordingly.,

and thence referred to the JUDICIARY COMMITTEE.
