AN ACT

MAKING AN APPROPRIATION TO THE PUBLIC EDUCATION DEPARTMENT FOR DEVELOPMENT OF THE CIVIC ENGAGEMENT WEB SITES; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Three hundred thousand dollars ($300,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2006 and subsequent fiscal years for continued development of the joint partnership project of New Mexico state university and the university of New Mexico for developing the civic engagement web site and twenty-five community or school civic engagement sites. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
