AN ACT

RELATING TO MOTOR VEHICLES; PROVIDING FOR A SPECIAL ORGAN DONOR LICENSE PLATE; MAKING AN APPROPRIATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. A new section of the Motor Vehicle Code is enacted to read:

     "[NEW MATERIAL] SPECIAL "DONATE LIFE" REGISTRATION PLATE--PROCEDURES--FEE.--

          A. The division shall establish and issue special registration plates featuring a New Mexico donor services logo design in accordance with the provisions of this section and shall adopt procedures for application for and issuance of the special "donate life" registration plates.

          B. The New Mexico donor services shall determine the color and design of the "donate life" registration plate and shall request that the division provide for its issuance.           C. For a fee of fifteen dollars ($15.00), which shall be in addition to the regular motor vehicle registration fees, any owner of a motor vehicle may apply for the issuance of a special "donate life" registration plate. The owner of a motor vehicle shall apply and pay the regular motor vehicle registration fees each year that the owner wishes to retain and renew the special "donate life" registration plate.

          D. Of the revenue from the special "donate life" registration plates, a fifteen dollar ($15.00) fee collected for each registration plate shall be retained by the division in the first year of issuance of the registration plate and is appropriated to the division for the manufacture and issuance of the registration plates."
