A MEMORIAL
REQUESTING THE UNITED STATES POSTAL SERVICE TO CLASSIFY NEW MEXICO POSTAL CARRIERS AS EMPLOYEES WITH BENEFITS AND RIGHTS EQUAL TO OTHER POSTAL SERVICE EMPLOYEES.
WHEREAS, New Mexico has a disproportionate number of United States postal carriers classified as independent contractors; and
WHEREAS, these postal workers are denied benefits such as retirement, sick leave, insurance and workers' compensation and disability that are typically available to postal employees; and
WHEREAS, New Mexico postal contractors are subject to the state's gross receipts tax while its employees are not; and
WHEREAS, all postal workers have been affected by the anthrax scare and other terrorist threats, and all postal workers should receive the same benefits and protections for carrying the public mail;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the United States postal service be requested to convert independent postal carriers to employee status, with all the benefits and rights conferred to employees; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the United States postmaster general and to the New Mexico congressional delegation.
