A JOINT MEMORIAL

REQUESTING THE COMMISSION ON HIGHER EDUCATION TO STUDY THE FEASIBILITY OF IMPLEMENTING A PROGRAM TO AWARD RESIDENT TUITION TO MEXICAN NATIONAL STUDENTS THAT IS SIMILAR TO PROGRAMS IN TEXAS, ARIZONA AND CALIFORNIA.

     WHEREAS, the North American Free Trade Agreement was enacted to facilitate economic cooperation and enhance trade between the United States and Mexico; and

     WHEREAS, one of the priorities of the Richardson administration has been to enhance economic cooperation between Mexico and New Mexico; and

     WHEREAS, education, especially higher education, is key to economic advancement and enhanced trade opportunities; and

     WHEREAS, Arizona, California and Texas have programs for awarding resident tuition to Mexican national students under the PASE scholarship program;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher education be requested to study the feasibility of implementing a program similar to those in other states bordering Mexico to provide for resident tuition for Mexican national students; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the commission on higher education.
