A JOINT MEMORIAL
REQUESTING THE NEW MEXICO FILM DIVISION AND THE FILM ADVISORY BOARD TO DEVELOP A STRATEGIC PLAN FOR THE FILM AND DIGITAL MEDIA ENTERPRISE SECTOR IN NEW MEXICO.
WHEREAS, New Mexico is recognized as a center for the arts and is well-known for its continuing celebration of the cultural life; and
WHEREAS, the film and digital media enterprise sector of the arts and culture economy offers New Mexico tremendous growth potential throughout its economy; and
WHEREAS, the film "climate" in New Mexico, which includes locations, talent and state economic incentives, has stimulated renewed interest in New Mexico among filmmakers; and
WHEREAS, the high-technology infrastructure present in the state is a foundation for the development of digital media enterprise growth; and
WHEREAS, film and digital media industries are a strategic enterprise sector vital to the state's economic strategy and well-being as a part of its historic strengths in arts and culture;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico film division of the economic development department and the film advisory board be requested to develop a strategic film and digital media plan, including attraction of film productions, stimulation of home-grown media products, development of digital media technology, education of a media workforce and investment in media infrastructure; and
BE IT FURTHER RESOLVED that the New Mexico film division and the film advisory board present their strategic film and digital media development plan, with recommended legislation, to the appropriate interim legislative committee by December 1, 2004; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico film division and the film advisory board.
