    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE JOINT MEMORIAL 44

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 3, between lines 21 and 22, insert:

     "BE IT FURTHER RESOLVED that the commission on higher education review the employment practices of state institutions of higher education in regard to contractual commitments, salaries and benefits provided to part-time and nontenure-track faculty and develop recommendations on the establishment of minimum salary and benefits provisions that reflect those afforded to tenure-track faculty to better ensure fair employment practices and a consistent emphasis on quality instruction at all levels, from lower divisions through graduate instruction; and".

     2. On page 3, line 24, strike the first occurrence of "the".

     3. On page 3, line 24, after "monitoring" insert "of those guidelines and the review of employment practices".
