AN ACT

MAKING APPROPRIATIONS TO FUND PRIMARY HEALTH CARE CLINICS AND TO PURCHASE NEEDED TECHNOLOGY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION--CAPITAL FUND.--One million two hundred thousand dollars ($1,200,000) is appropriated from the general fund to the primary care capital fund for expenditure in fiscal year 2005 and subsequent fiscal years by the New Mexico mortgage finance authority for the purpose of making loans to primary health care clinics pursuant to the Primary Care Capital Funding Act. Money in the fund shall not revert at the end of a fiscal year.

     Section 2. APPROPRIATION--TECHNOLOGY.--One million two hundred thousand dollars ($1,200,000) is appropriated from the general fund to the department of health for a one-time nonrecurring expenditure in fiscal year 2005 for the purpose of providing funds for the acquisition of improved hardware and software technology for electronic billing, tracking and health records systems by primary health care clinics statewide pursuant to the Rural Primary Health Care Act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.
