SUBSTITUTE FOR HOUSE BILL 15

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 52, between lines 4 and 5, insert the following new section:

     “Section 32. EMERGENCY.–It is necessary for the public peace, health and safety that this act take effect immediately.”.
