REQUESTING AN INTERIM LEGISLATIVE COMMITTEE TO STUDY THE FEASIBILITY OF ESTABLISHING A RECREATIONAL TRAILS NETWORK USING THE MIDDLE RIO GRANDE CONSERVANCY DISTRICT DITCH ROADS FOR PEDESTRIAN AND EQUESTRIAN USE.
WHEREAS, there exist more than one hundred thirty-three miles of middle Rio Grande conservancy district ditch roads within the unincorporated area of Bernalillo county and many more miles throughout the middle Rio Grande region; and
WHEREAS, many of these roads are used concurrently by motorists, pedestrians and equestrians, creating traffic safety problems between the movement of motorists and that of pedestrians and equestrians; and
WHEREAS, a recreational trails network would provide the public with the opportunity to safely enjoy a trail system that affords access to nature, parks, open space and regional and neighborhood destinations; and
WHEREAS, a trails network would also provide the public with exercise opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that an interim legislative committee be requested to study the feasibility of establishing a recreational trails network using the middle Rio Grande conservancy district ditch roads for pedestrian and equestrian use; and
BE IT FURTHER RESOLVED that the interim legislative committee be directed to address right-of-way assessments, easement agreements or memorandums of understanding, identification of modal-connectivity issues and consistency of existing plans; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the middle Rio Grande conservancy district, Bernalillo county and the New Mexico legislative council.
