SUMMARY
Synopsis
of Bill
Senate Bill 593 provides for Navajo Nation
special vehicle registration license plates.
The special license plate will be issued for an annual fee of $25 in
addition to the regular motor vehicle registration fees.
The Motor Vehicle Division (MVD) of the TRD
shall establish and issue Navajo Nation special registration plates in
accordance with the provisions of SB 593and shall adopt and promulgate
procedures for application for and issuance of Navajo Nation special
registration plates.
The MVD, with the advice and consultation of the
Navajo Nation Department of Highway Safety, shall determine the color and design
of the Navajo Nation special registration plate and provide for its issuance.
Significant
Issues
The Navajo Nation would receive special plates
for their vehicles.
FISCAL IMPLICATIONS
SB 593 appropriates $10.00 of the fee collected
for each Navajo Nation special registration plate to the MVD in fiscal years
2004 and 2005 for the manufacture and issuance of the registration plates.
Thereafter, that amount of each fee shall be paid to the state treasurer for
credit to the Motor Vehicle Suspense Fund (MVSF) for distribution in accordance
with the formula set out in Section 66-6-23 NMSA 1978.
The remaining $15.00 of the fee collected for
each Navajo Nation special registration plate shall be paid to the state
treasurer for credit to the MVSF for distribution in accordance with the formula
set out Section 66-6-23 NMSA 1978."
The New Mexico Office of Indian Affairs (OIA) is
added to the list of agencies receiving funds from the MVSF. OIA will disburse
the funds to the Navajo Nation Department of Highway Safety for implementation
of safety measures on roads throughout the Navajo Nation.
ADMINISTRATIVE IMPLICATIONS
It is not known if the $10 portion of the fee
that MVD receives will cover the cost of the license plates.
