SUMMARY
Synopsis
of Bill
House Bill 557 amends
Section

Issues
This bill has the support of the state agencies impacted since it will clarify agency roles, responsibilities and reduce administrative time and effort.
Currently, Section
DOH also concurs that the bill will make it
clear that mental health centers serving children up to 21 years are subject to
CYFD licensing. This clarification is
consistent with the current practice between CYFD and DOH. This change will enable these mental health
programs to be licensed by CYFD and then funded by Medicaid.
ADMINISTRATIVE IMPLICATIONS
According to DOH, this
bill would reduce administrative workload for the agency. Currently, CYFD does the inspections and DOH
issues the license. This bill would put
these tasks under CYFD. Currently, these
practices are covered by a Memorandum of Understanding between CYFD, DOH and
the Human Services Department.
