has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 7, line 20, strike "July 1, 2004 if".

2. On page 8, line 9, strike "three years" and insert in lieu thereof "eighteen months".

3. On page 8, line 11, after "plan 1" strike the remainder of the line and strike line 12 through "2004".
