MAKING AN APPROPRIATION TO PROVIDE SUPPORT FOR SPECIAL PROJECTS AT THE UNIVERSITY OF NEW MEXICO.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Three million seven hundred forty-three thousand one hundred dollars ($3,743,100) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2004 in the following amounts and for the following purposes:

(1) one million five hundred thousand dollars ($1,500,000) to the school of medicine specialty education to hire faculty specialists to expand the school's ability to teach medical students, provide clinical services and do research in the areas of diabetes and gastrointestinal and liver diseases;

(2) five hundred thousand dollars ($500,000) to provide for a base adjustment at Carrie Tingley crippled children's hospital to compensate for continued revenue shortfalls under medicaid managed care and to maintain a high level of quality services for the vulnerable population served;

(3) seven hundred thousand dollars ($700,000) to partially reimburse the university of New Mexico hospital for the cost of providing uncompensated care to indigent patients who reside outside of Bernalillo county;

(4) three hundred seventy-two thousand seven hundred dollars ($372,700) to the school of medicine pediatric pulmonary program to provide for a pulmonary nurse, nurse practitioner, specialty nurse and graduate fellow to help operate the center;

(5) three hundred twenty-six thousand dollars ($326,000) to the school of medicine pediatric oncology program to hire an additional clinical oncologist, a clinical pharmacist, a nurse practitioner and a specialty nurse to allow more children access to clinical trials services and to enhance the university's bid to become a national cancer institute-designated cancer center; and

(6) three hundred forty-four thousand four hundred dollars ($344,400) to the office of the state medical investigator to hire an additional pathologist, a physician epidemiologist and a forensic anthropologist, and to address rising case loads, staff shortages and increased documentation requirements.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
