MAKING AN APPROPRIATION FROM THE TOBACCO SETTLEMENT PROGRAM FUND TO ESTABLISH A MULTIDISCIPLINARY RESEARCH PROGRAM IN HUMAN GENOMICS AT THE UNIVERSITY OF NEW MEXICO; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Two million three hundred eighty thousand dollars ($2,380,000) is appropriated from the tobacco settlement program fund to the board of regents of the university of New Mexico for expenditure in fiscal years 2003 through 2005 to support a multidisciplinary human genomics research program for the university of New Mexico cancer center, school of medicine and health sciences center, to provide clinical care, investigate prevention and treatment of tobacco-related diseases and assess relationships between various contaminants and diseases throughout the state. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the tobacco settlement program fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
