A JOINT MEMORIAL

REQUESTING THE WESTERN INTERSTATE COMMISSION FOR HIGHER EDUCATION TO AGGRESSIVELY PURSUE COOPERATIVE AGREEMENTS WITH CANADA AND MEXICO.



WHEREAS, the western interstate commission for higher education is dedicated to sharing higher education resources in the western United States; and

WHEREAS, under the western interstate commission for higher education's umbrella, students across the western United States, including students in New Mexico, benefit from reduced tuition arrangements among the commission's member states; and

WHEREAS, in an increasingly global economy and with the establishment of the North American Free Trade Agreement, expansion of the reduced tuition programs to states and provinces in Mexico and Canada may prove beneficial both to students and to their states, provinces and countries; and

WHEREAS, the commission has acted to explore the feasibility of an international exchange program founded on tuition reciprocity through its work on the North American tuition bank project in cooperation with the consortium for North American higher education collaboration;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the western interstate commission for higher education be encouraged to aggressively pursue tuition reciprocity agreements with states and provinces in Mexico and Canada that border commission member states; and

BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the western interstate commission for higher education.
