REQUESTING THE CREATION OF A NEW MEXICO STRATEGIC PLANNING TASK FORCE.
WHEREAS, New Mexico is a state of tremendous diversity, values and interests; and
WHEREAS, New Mexico is confronted with a shift to a global economy, advances in technology, increased competition for limited public resources and pressure on its social institutions and natural environments; and
WHEREAS, state government has transitioned to performance-based budgeting, based on individual agencies' strategic plans and without a common vision or plan; and
WHEREAS, a variety of public and private planning efforts exist at state and local levels, and these efforts often lack coordination and lend themselves to competition for limited resources; and
WHEREAS, New Mexico can either allow changing forces to shape its future and react to perceived opportunities and real crises, or it can proactively create its own future; and
WHEREAS, a broad-based public strategic planning process would provide a vehicle for a more unified vision and the realization of shared goals for the long-term future of New Mexico by creating a framework for prioritizing needs, allocating resources and assessing progress; and
WHEREAS, the seventeenth New Mexico first town hall recommended the development of a results-oriented, statewide strategic plan;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council create a New Mexico strategic planning task force composed of twenty-one New Mexicans from all areas of the state, reflecting the cultural, social and economic diversity of the state to engage in a strategic planning process to develop:
A. a statewide vision;
B. broad goals; and
C. performance measures, benchmarks and targets; and
BE IT FURTHER RESOLVED that the strategic planning process include:
A. broad-based, diverse, statewide participation and input;
B. information gathering, including an assessment of current conditions and trends in New Mexico, regionally, nationally and internationally;
C. an analysis of New Mexico's strengths, weaknesses, opportunities and threats; and
D. a review of long-range plans and planning efforts conducted by state and local agencies and the private sector; and
BE IT FURTHER RESOLVED that the vision, goals and performance measures be used to guide state agency strategic planning and performance-based budgeting decisions; and
BE IT FURTHER RESOLVED that state and local governmental entities cooperate with the New Mexico strategic planning task force; and
BE IT FURTHER RESOLVED that the New Mexico strategic planning task force report its assessment and recommendation for a long-range vision of New Mexico, including goals and performance measures with targets and benchmarks, to the legislative finance committee and the New Mexico legislative council by November 30, 2002; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the governor, the New Mexico association of counties and the New Mexico municipal league.
