3. On page 2, line 2, after "C." insert "a demonstrated capacity to provide".

4. On page 2, line 3, strike "of the sites" and insert in lieu thereof "prior to permit approval".

5. On page 2, line 9, after "new" insert "or pending".

6. On page 2, lines 12 and 13, strike "economy and public services such as schools" and insert in lieu thereof "state and local economies, the local tax base and public services, including school infrastructure".,
