FOR THE LEGISLATIVE HEALTH SUBCOMMITTEE
A JOINT MEMORIAL
REQUESTING THAT COUNTIES, MUNICIPALITIES, OTHER POLITICAL SUBDIVISIONS AND STATE EDUCATIONAL INSTITUTIONS BE ENCOURAGED TO USE THE CONSOLIDATED PURCHASING SINGLE PROCESS.
WHEREAS, the Health Care Purchasing Act was enacted to ensure access to more affordable and enhanced quality of health insurance through consolidated purchasing for public employees, public school employees and retirees of public employment and the public schools; and
WHEREAS, the Health Care Purchasing Act has been amended to permit counties, municipalities, other political subdivisions and state educational institutions to use the consolidated purchasing single process for the procurement of health care benefits; and
WHEREAS, a larger pool of groups participating in a consolidated purchasing single process provides a greater bargaining position for the state; and
WHEREAS, an expansion of groups participating in the consolidated purchasing single process provides the best opportunity for spreading health insurance risk over a larger pool, thus helping to control health care costs;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the counties, municipalities, other political subdivisions and boards of regents of the state educational institutions be requested to have cost-benefit analyses conducted to determine if the consolidated purchasing single process is more cost effective for the purchase of health care benefits; and
BE IT FURTHER RESOLVED that the counties, municipalities, other political subdivisions and boards of regents of the state educational institutions present their findings and recommendations to an appropriate interim committee by October 1, 2002; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the counties, municipalities, other political subdivisions and boards of regents of the state educational institutions and those political subdivisions currently participating in the consolidated purchasing single process.
