REQUESTING THE STATE RACING COMMISSION TO STUDY THE POTENTIAL BENEFITS OF LICENSING A HORSE RACETRACK IN HOBBS.
WHEREAS, the southeastern part of our state has suffered severe economic downturns, resulting in the loss of businesses and the jobs those businesses offered to residents of this area; and
WHEREAS, the horse race industry is a non-polluting activity that offers a variety of jobs at various levels; and
WHEREAS, a horse racetrack in Hobbs would not only give a needed boost to the local job market, but would create a substantial increase in the number of persons visiting the area from both without and within the state, thus increasing economic activity, generally; and
WHEREAS, an upturn in economic activity results in state and local revenue increases;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state racing commission be requested to undertake a study to determine the potential benefits to be derived from licensing a horse racetrack in Hobbs; and
BE IT FURTHER RESOLVED that a copy of this memorial be sent to the governor and the state racing commission.
