REQUESTING THE APPROPRIATE COMMITTEE STUDY REGIONAL PUBLIC TRANSPORTATION ALTERNATIVES.
WHEREAS, New Mexico is committed to providing and encouraging alternative modes of transportation as emphasized in the federal Transportation Equity Act for the 21st Century; and
WHEREAS, public transportation is key to the quality of life and economic opportunities for New Mexicans; and
WHEREAS, there is an increasing need to coordinate public transit services and systems of different jurisdictions and levels of government; and
WHEREAS, local units of government lack a mechanism to create and fund regional transit initiatives;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to direct the appropriate committee to study, in consultation with the New Mexico municipal league and the New Mexico association of counties, the need for and barriers to regional transportation systems and to identify resources and mechanisms to promote effective regional transportation across multiple governmental jurisdictions; and
BE IT FURTHER RESOLVED that the study include draft legislation to create regional transit authorities and that the committee report its recommendations to the legislature by November 2002; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the members of the New Mexico legislative council.
