REQUESTING THE STATE'S DEPARTMENT OF ENVIRONMENT, THE OIL CONSERVATION DIVISION OF THE ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT AND THE FEDERAL BUREAU OF LAND MANAGEMENT TO COOPERATE IN THE DEVELOPMENT OF A COORDINATED PERMIT PROCESS FOR OIL AND GAS ACTIVITIES.
WHEREAS, the oil and gas industry is subject to several state and federal permitting procedures; and
WHEREAS, these permitting procedures generally require the same information but are not designed to track with one another; and
WHEREAS, lack of coordination between the permitting agencies can lead to unnecessary delays and inefficiencies in the decision process that can hamper the state's economy; and
WHEREAS, coordination between the agencies could improve agency performance and foster economic development;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state's department of environment, the oil conservation division of the energy, minerals and natural resources department and the federal bureau of land management be requested to cooperate in the development of a coordinated permit process for oil and gas activities; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretaries of environment and energy, minerals and natural resources and the state director of the bureau of land management.
