REQUESTING THAT THE STATE PERSONNEL OFFICE AND STATE AGENCIES WORK TOGETHER TO IMPROVE THE RECRUITMENT AND RETENTION OF STATE EMPLOYEES AND TO REMEDY THE PROBLEM OF MISCLASSIFICATION OF STATE EMPLOYEES.
WHEREAS, high vacancy rates in state positions of employment create problems in providing services to the general public; and
WHEREAS, improving the recruitment and retention of state employees will lead to a more experienced and capable work force to serve the people of New Mexico; and
WHEREAS, the misclassification of state employees is the practice of falsely designating an employee's title in order to increase his salary; and
WHEREAS, the misclassification of state employees burdens the state with inflated salaries;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the state personnel office and state agencies be requested to work together to improve the recruitment and retention of state employees and to remedy the problem of misclassification of state employees; and
BE IT FURTHER RESOLVED that copies of this memorial be sent to the state personnel office and the secretaries of all executive agencies.
