SUMMARY

     Synopsis of Bill

Senate Bill 389 appropriates $47.0 from the general fund to the Board of Regents of New Mexico Highlands University (NMHU) for expenditure in FY2003 to support the forestry program of the EMNRD, including equipment, purchase and installation and student recruitment efforts.

    Significant Issues

EMNRD reports this bill will support a much-needed program in New Mexico.  There is no other institution of higher learning in the state that offers a four-year degree in forest science.  This funding will help Highlands University equip facilities and recruit students.

FISCAL IMPLICATIONS

The appropriation of $47.0 contained in this bill is an expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the general fund.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

Senate Bill 389 relates to the General Appropriation Act, which contains the appropriation for NMHU.

OTHER SUBSTANTIVE ISSUES

The following is provided for information only. It is not intended as a commentary on the merits of the bill:

This program was not included in the budget request NMHU Board of Regents submitted to the CHE.  Consequently, the CHE did not review nor recommend it.
