AN ACT

MAKING AN APPROPRIATION TO PROVIDE A FAMILY STRENGTHENING PARTNERSHIP PARENTING EDUCATION PROGRAM; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Five hundred forty-six thousand five hundred dollars ($546,500) is appropriated from the general fund to the board of regents of New Mexico state university for expenditure in fiscal years 2002 and 2003 for the purpose of creating a family strengthening partnership parenting education program to improve parenting skills for low-income families in areas of Dona Ana, Luna, Otero and Sierra counties with high rates of adolescent substance abuse. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
