MAKING AN APPROPRIATION FOR SCHOOL-TO-WORK PROGRAMS TO PROVIDE COMPREHENSIVE CAREER EDUCATION OPPORTUNITY SYSTEMS FOR STUDENTS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. One million two hundred fifty thousand dollars ($1,250,000) is appropriated from the general fund to the career, technical and adult services division of the state department of public education for expenditure in fiscal year 2003 to provide comprehensive career education opportunity systems that prepare students for employment in high skill and high wage jobs through a planned program of study that will lead to a two-year post-secondary degree or certificate. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

B. Money from the appropriation in Subsection A of this section shall be used to:

(1) maintain a state, regional and local administrative structure that supports the school-to-work partnerships;

(2) continue the school-to-work advisory council to recommend funding for grants on a competitive basis to continue school-to-work activities and to build sustainable models for continuation;

(3) continue implementation of career pathways that enhance career development and integrate school-based and work-based learning; and

(4) implement an evaluation component and performance-based accountability reporting.

C. Funds shall be awarded through a competitive application process based on criteria established by the career, technical and adult services division of the state department of public education.
