45rd legislature - STATE OF NEW MEXICO - first session, 2001

ADOPTING LEGISLATIVE JOINT RULE 11-1 PERTAINING TO LIMITING THE NUMBER OF BILLS INTRODUCED BY EACH MEMBER.

WHEREAS, Legislative Joint Rule 8-1 requires that joint rules may be adopted, amended or repealed by concurrent resolution approved by two-thirds of the membership of each house;

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, that the following new proposed Joint Rule 11-1 be adopted to read:

"LIMITATION ON NUMBER OF BILLS INTRODUCED BY A LEGISLATOR (11-1)

A. No member of the senate shall introduce more than fifteen bills, and no member of the house of representatives shall introduce more than nine bills during a legislative session.

B. Excluded from each legislator's total are:

(1) two bills endorsed by an interim legislative committee;

(2) bills requested by the governor or by a state agency;

(3) simple or joint memorials; and

(4) resolutions.

C. The limitation may be suspended in either house by a two-thirds' vote in that house.

D. A legislator may allocate any part of his allotment for bills to another member of the same house.".
