URGING THE TELECOMMUNICATIONS STRATEGIC ALLIANCE TO STRENGTHEN AND BROADEN ITS EFFORTS TO DEVELOP A STATEWIDE TELECOMMUNICATIONS NETWORK TO BE KNOWN AS "ENCHANTNET" AND TO SERVE AS A COORDINATING COUNCIL AND FORUM FOR STATE TELECOMMUNICATIONS INITIATIVES.
WHEREAS, in an increasingly global and complex world, improvement of the state's telecommunications infrastructure is crucial to the improvement of the state's economy and the quality of life of its citizens; and
WHEREAS, there are many public and private entities and groups in New Mexico that are interested in developing the state's telecommunications infrastructure, particularly in the state's rural areas; and
WHEREAS, the state cannot develop this infrastructure effectively without the collaboration of all major interested parties from the public and private sectors; and
WHEREAS, a group of interested parties from these public and private sector entities and groups have formed a telecommunications strategic alliance to coordinate existing and emerging telecommunications networking efforts and projects and take advantage of leveraging resources; and
WHEREAS, this telecommunications strategic alliance is dedicated to developing "Enchantnet" and consists of representatives from state and local governments, educational institutions, health care entities and organizations, tribal governments and the private sector; and
WHEREAS, the telecommunications strategic alliance is an ideal collaborative effort to coordinate state telecommunications initiatives;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the telecommunications strategic alliance be urged to strengthen and broaden its efforts to develop a statewide telecommunications network to be known as "Enchantnet"; and
BE IT FURTHER RESOLVED that the telecommunications strategic alliance serve as a coordinating council and provide a forum for existing and emerging telecommunications groups to meet and exchange ideas and to provide advice to the information technology commission; and
BE IT FURTHER RESOLVED that copies of this memorial be given to the chairman of the information technology commission and the chief information officer of the information technology management office for appropriate distribution to all interested persons.
