SUMMARY
Synopsis of Bill
Senate Joint Resolution 10 proposes a constitutional amendment to update the voting age and to delete the prohibitions against "idiots and insane persons" exercising the right to vote.
FISCAL IMPLICATIONS
The joint resolution does not contain an appropriation. The Secretary of State indicates a cost of $30.0 relating to the printing, advertising and translation of proposed constitutional amendments. This cost is absorbed in the agency's operating budget.
TECHNICAL ISSUES
Section 1-4-26 NMSA 1978 provides that an individual who is determined to be legally insane shall have their voter registration cancelled. This statute would conflict with the proposed constitutional amendment.
