SUMMARY

Synopsis of SCONC Amendment

The Senate Conservation Committee amendment to Senate Joint Memorial 70 changes the request to be for the Legislative Council Service to direct the appropriate committee to study the manner in which hunting licenses and landowner permits are authorized and distributed by the Department of Game and Fish. The Office of the Lieutenant Governor was originally requested to do so.

Synopsis of Original Bill

Senate Joint Memorial 70 requests the Office of the Lieutenant Governor to study the manner in which hunting licenses and landowner permits are authorized and distributed by the Department of Game and Fish.

Significant Issues

The memorial expresses that hunting is popular sport in New Mexico and that many state resident hunters are unable to secure a particular hunting license or landowner permit each year. The memorial asks the Lt. Governor to study the manner in which the Department of Game and Fish authorizes and distributes hunting licenses, special drawings for hunting licenses and landowner permits. The memorial request the Lt. Governor to report his findings to the Legislature by December 30, 2002.

FISCAL IMPLICATIONS

The memorial does not contain an appropriation or significant fiscal implication. It is anticipated that the costs of the study will be absorbed in the Office of Lieutenant Governor operating budget.
