SUMMARY
Synopsis of SRC Amendment
The Senate Rules Committee amendment to Senate Bill 578 strikes all the new material relating to the allowance and method of election day registration. The remaining provisions of the bill indicate that a qualified elector may apply for registration before election day by mail or in the office of the County Clerk.
Synopsis of Original Bill
Senate Bill 578 amends sections of the Election Code to allow for voter registration on election day.
Significant Issues
The bill provides that a qualified elector may register to vote on election day provided that they appear in person at the precinct in which the elector lives, presents proof of residence, and executes a sworn affirmation state that to the best of their knowledge, they are a qualified elector of that precinct.
The bill also provides that for proof of residence, the elector may present a valid New Mexico driver's license or identification card or an original utility bill due and payable with thirty days of the election day that indicates the elector's name and current address, and one of the following:
The bill also provides that it does not allow a qualified elector to change an existing certificate of registration on election day.
FISCAL IMPLICATIONS
The bill does not contain an appropriation or a significant fiscal impact.
