Synopsis of Bill
Senate Bill 345 requires local school districts to maintain a current five-year facilities plan and adhere to a preventive maintenance plan as a condition of eligibility for funding from the Public School Critical Capital Outlay Council (PSCOC).
Significant Issues
The PSCOC currently requires school districts to have a current five-year facilities plan as an eligibility criteria for funding. However, school districts are not required to maintain and adhere to a preventive maintenance plan.
FISCAL IMPLICATIONS
Senate Bill 345 does not contain an appropriation. However, requiring school districts to adhere to a preventive maintenance plan would extend the life cycle of school facilities, and ultimately save money for the local school district and the state.
ADMINISTRATIVE IMPLICATIONS
Senate Bill 345 would require SDE staff to review and confirm utilization of the preventive maintenance plan. However, the review would have a minimal impact on SDE's existing staff and would not require additional FTE.
