SUMMARY
Synopsis of Bill
Senate Bill 146 amends the Local DWI Grant Program Act to allow the president of the New Mexico Municipal League and the president of the New Mexico Association of Counties to designate someone to participate in the DWI grant council in their place.
Significant Issues
The DWI grant council currently consists of seven members: the president of the New Mexico Municipal League, the president of the New Mexico Association of Counties, the Secretary of Health or the secretary's designee, the Secretary of Finance and Administration or the secretary's designee, the chief of the traffic safety bureau of the State Highway and Transportation Department and two representatives of local governing bodies. According to DFA, the president of the New Mexico Municipal League and the president of the New Mexico Association of Counties are often unable to participate in the work of the DWI grant council because of demands on their time. By allowing them to send a designee to the council, their organizations could be represented and the DWI grant council would have broader participation
FISCAL IMPLICATIONS
The bill contains no appropriation. There may be minimal fiscal impact due to increased per diem and mileage payments if the designees attend DWI grants council meeting more frequently than their association's presidents did in the past.
PERFORMANCE IMPLICATIONS
As noted above, by allowing designees to participate, the DWI grants council would likely have broader participation.
