SUMMARY



Synopsis of Bill



HJM 29 requests that water-focused executive agencies and the legislature appoint members of acequias to task groups or study groups established to address water issues.



Significant Issues



Input and moving toward consensus on water issues from all stakeholders is desirable. Exclusion of any stakeholder will only result in later delay and possible litigation.



RELATIONSHIP



HJM 33 request that all stakeholders work together to benefit all New Mexicans. HJM 29 is a component of this cooperation.



OTHER SUBSTANTIVE ISSUES



This memorial serves as an important reminder to state agencies and entities of the value and experience that acequia representatives may provide. In agency deliberations of water related planning, the impact of decisions on acequias could be significant. Representation and participation in these decisions by acequia members would insure that their concerns and suggestions are heard. To implement the intent of this memorial, the agencies would add acequia representatives to their list of invites to meetings and provide membership slots on advisory organizations.



Without this bill, the acequias could be inadvertently overlooked in state agency deliberations. Lacking this input, decisions could adversely impact acequias.
