SUMMARY
Synopsis of Bill
HB 849 provides $75.0 to NMDOL to contract for program to train private sector employees in business ethics.
Significant Issues
DOL asserts that HB 849 provides much needed workplace ethics training based on respect, responsibility, trust and fairness attributes. Furthermore, DOL explains that pilot tests have shown such training to result in better interpersonal and organizational effectiveness and that the wide-spread use of such a system statewide would serve as an economic development incentive to existing and potential employers.
FISCAL IMPLICATIONS
HB 849 provides $75.0 to NMDOL to provide for contract training. The amout is non-recurring and any unexpended or unencumbered balance remaining at the end of fiscal year reverts to the general fund.
ADMINISTRATIVE IMPLICATIONS
NMDOL will need to contract with experienced organization through RFP (or sole source if allowable) to offer the services.
A small percentage of the appropriation will be needed by DOL for contract management.
